DN felt that a point raised with respect to a link to Long Ashton via Church lane was not included. AA stated that the landowner had been approach and this link wasnot deliverable at this time and is certainly not being considered as part of this project. Minutes approved.

AR detailed that Sustrans board of Trustees have agreed and are about to sign the Terms and Conditions with the Big Lottery. There are a few concerns particularly Big Lottery’s need for land to be secured for 40 years ownership. Sustrans standard licences are 25 years. AW advised potentially problematic with proposed licence for Stone Masons yard on Ashton sidings. JG agreed and advised that the Flax Bourton Greenway licence is for 25 years only. AR stated that this has been a topic of discussion for negotiations with the Big Lottery. AA asked about Big Lottery requirements with respect to assurances for delivery of route and asked what were the consequences of not completing the network on time. AR advised that this would be covered by the Memorandum of Understanding (MoU) to be signed between Councils and Sustrans. AR stated that Council and Sustrans can come to agreement and risks can be considered by the Steering Group. JG expressed concern about North Somerset taking on risks for elements that Sustrans had insisted be added to the bid where Sustrans had agreed to negotiate land. JG stated that the original scheme bid was fairly risk free and didn’t include the section of traffic free path from Yanley lane to the Park and Ride. AR agreed to look at MoU and amend it to consider a reference that if Sustrans cannot negotiate land then the Local Authorities wouldn’t be expected to held accountable. AA suggested flexibility in the agreement to find an alternative route that could be considered by the steering group. JG stated that is was right to set the bar as high as possible – although land negotiations are challenging the agreed route is the best. AA concluded the issue and asked if the MoU can take into account these concerns.
AR expects contract to be signed end of April with the MoU released a week or two after that. The Big Lottery will require detailed quarterly reports. There will therefore be an administrative load on the Councils and Sustrans. The Councils would be required to keep Sustrans up to date.
Sustrans looking to host virtual conferences linking up the 79 projects.
DN asked when the 5 year of Connect2 starts. AR responded 1 January 2008. AA concluded with the positive news that Sustrans had agreed the conditions with the Big Lottery and acknowledged that it had been a lengthy and complicated process.

AR updated that AA, AR, AW, JG and  MT had been out to agree route. Originally there were lots of route categories. All felt that that this was an unnecessary complication and agreed to refine these to 3 categories namely, the Core route, links and aspirations. Aspirational links would be delivered if the opportunity arrived during the life of the project. Connect 2 funding would cover the core route and links and these would be covered by the contractual element.

JG detailed that the start of the project would be Millennium Park. DS asked if Sustrans word could be given that the path across Backwell common would not at any time be on Sustrans agenda and asked for a letter from Sustrans to that effect. AA confirmed that this route is absolutely not part of the Connect 2 project. DS detailed that he represented 300 residents who want something in black and white that this is the end of the matter. AA could not give guarantees that the route would never be delivered as Sustrans own the land but confirmed again that it would not be part of the Connect2 project.
JG went on to explain that in the longer term Backwell common road and Moor lane would deliver a route  through to Clevedon but no work has been done on this to date and nothing programmed . The 08/09 Local Transport Plan allocation will be funding feasibility, consultation and design work on improvements of the route from Backwell common lane and Backwell leisure centre to determine views of proposal in order to take it forward in future years.
There are plans this financial year to upgrade signposting from the end of Flax Bourton greenway to Millennium Park.  There are aspirations to provide a Connect2 gateway at Millennium Park.  JG keen that a partnership between Nailsea Town Council and North Somerset Council could fund improvements to the Golden Valley Bridleway.
JG advised that there were no proposals to do anything at this stage to the Flax Bourton Greenway. DN and JN relayed incident of someone who had fallen off on the greenway because of a pothole and they are concerned that the path is not of a standard to withstand heavy rainfall over time.  JG confirmed that repairs to the path have been made after the heavy rain fall.  
AA raised the long- term aspirations to extend the NCN through to Chelvey. JG advised that at present this is a very low priority as it would require 3rd party land negotiations. JG asked for Sustrans assistance in this land negotiation if they have capacity as it would be an attractive accessible route to Clevedon and Yatton. JG detailed an opportunity for a good link path link for NCN33 through Nailsea on North Drove a claimed bridleway by equestrians. If claim deemed valid this would provide a fantastic route through to Clevedon. 
Referring back to the main route JG updated on the proposed link to Tyntsfield via the upgrade of a Road used as public path (RUPP). Through works funded by the Aggregate Levy fund, North Somerset Council hoped to bring in stone to the site to make improvements but the landowners had asked to wait until better weather when the fields have had chance to dry up. The RUPP however delivers people to a dangerous location on the road. NSC are talking to the National Trust about improving the crossing point of the road and are looking to secure money through planning gain.
JG stated the desire to improve and sign a link to Flax Bourton via Post Office Lane but there were some 3rd part land ownership issues to overcome. This link on a public footpath over private lane still remains an aspiration for upgrade and signing. SK stressed the importance of creating as many links as possible to the Flax Bourton Greenway to open it up to more people. DN stated that his impression is that people of Flax Bourton are very happy with the new path. JG agreed and hoped for a local groundswell of opinion to help upgrade this link.
 SK expressed concern about the two large rocks that have been placed on the Flax Bourton Greenway and asked why?  JG stated that Sustrans had put these in to deter use by 4x4’s. SK concerned that this not actually a problem and the decision to install these is creating a danger and inconvenience to cyclist particularly dangerous in the dark. DS stressed the need for them. AA asked if JG could look to resolve this issue outside the meeting.
JG went on to explain that signing will be installed on the road to the showground at the crossing and also sign the school. JG updated that since the Flax Bourton Greenway has been built many more children are cycling to school from a base of practically none.
JG explained that NSC would shortly be re-signposting the Clifton link on the Avon cycle way along Wild Country lane. Avon cycle way link to be added to links as part of Connect 2
AR confirmed that a route was being built from Wild Country Lane to new housing development to Warmley Gardens. AA asked about the detail on the new housing estate and the narrow path from Perry road to Pullman Gardens. JG confirmed that Rupert Crosbee was liaising with Wimpey homes about the link as it isn’t currently wide enough at 1 metre.
AR enquired about the long stretch on Long Ashton road and detailed that solution is a challenge. JG explained that in his view the best option would be to narrow the road and construct a shared use path. The carriageway is not wide enough for minimum width cycle lanes and not particularly family friendly.  There is no current funding identified for this element of the route. DN expressed concern about the shared use path arriving at a double mini roundabout and detailed his preference to cycle with the traffic on road. SK agreed. JG suggested a jug handle as a compromise. DN favoured solution of a cycle track on the south verge and cycle lane on north side on the carriageway so that you are in a good position for the roundabout. AA stated that downhill cycle lane would be good and suggested it would be worth investigating.
JG stressed that this is a substantial piece of infrastructure 1.2 km or reconstruction approximately £200k scheme. JG prefer it not to be part of the current scheme at present. AR stated that this would create a gap in the route. JG detailed concerns that asking for funds from LTP would use up cycle budget for one year. Therefore suggested a phased approach putting kerb in one year with verge and then look to construct path in following year. AR stated that this should be part of the Connect2 project as the route is only as good as its worst section. JN explained that he cycled the route regularly and the biggest issue is the central island at Cambridge Batch that creates a dangerous pinch-point where vehicles race cyclists into the gap. JG confirmed the need to remove the central island as a do minimum on this road. All agreed Weston road should be on the core route and all look at finding ways for improving it. The Steering Group to agree a solution for this route.
JG detailed link through to Pullman gardens onto traffic free paths round Long Ashton. MT outlines land negotiation issues secured first of 4 land negotiations as far as Parsonage farm and detailed that land negotiation was ongoing. JG asked if it would be possible to forge a way through on Highway land. MT felt it wouldn’t be a good route as lots of earthworks required but should form a fallback option.
At the end of the slip road near Park and Ride AR explained that Sustrans would like to explore continuing land negotiation to cut off the corner of road.  DN felt this would create a dangerous crossing point on B3128 and would be better at the new entrance to Ashton Court. MT responded that this landowner had not been approached.  JG updated on the new contra-flow shared use being delivered on Long Ashton road. All agreed to make the route across the field an aspirational route. MT suggested looking at land transactions and making a decision later in the project. Agreed to show a dotted line across the field as an aspiration and keep the core route on the highway verge with a safe crossing at the present time.

AW detailed the proposal to upgrade a Public Right of Way alongside Ashton Park school and detailed an opportunity through development to upgrade it. AW went on to explain that this connects to Bower Ashton village which brings you out on difficult junction of Clanage road and Kennel lodge road. There is funding available from the University of West of England development to tighten up this junction, reduce speed to 30mphon Clanage road and install a crossing. MT updated that route agreed around the edge of the Cricket ground and legal agreements etc. are being processed. JG asked if could add an aspirational link along the Allotments to the junction of Blackmoors Lane link to bus stops and a crossing point to the school. DN expressed concern at the level difference between highway and the allotments. 
AW went on to detail a new route through the development of the old Megabowl site with £130,000 from planning gain to connect their site to Ashton Avenue bridge and Winterstoke road. This development is also contributing to a crossing facility across the Brunel Way to Greville Smyth park.
AW updated that Bus Rapid Transit looking to also use this corridor and there is an agreement that where there isn’t parallel walking and cycling infrastructure alongside they will look to provide 4m wide parallel walking and cycling route.
AR will ask GIS team to plot the agreed route.
Ashton Avenue Bridge is the end/start of the core route. Link up to Swivel Bridge via Create centre around the Flipper statue to the lock gates. Brunel Swivel Bridge group written to Colin Knight to confirm had approached Heritage Lottery Grant but had to have match funding.  AW advised that Bristol have just put in a bid to Cycling England to become a demonstration city and if successful this may assist with funding the bridge.

AW confirmed aspiration to submit planning application for the Megabowl link this year and look to install the signals for Clanage road in 2009. The Cricket ground route relies on the licence from the Stone Masons yard to make sense of it so felt that should delay this until Stone Masons Yard had been agreed.  JG explained that land ownership needs to be resolved before submitting planning applications for North Somerset.
MT stated that the cost of land would be incorporated into the project as Sustrans need to recover the costs. This needs to be covered in the MoU.

JG asked MT to produce a schedule of outstanding landownership issues to report progress against. The most important issue is the cost and target dates. MT stated difficult to put dates on it as in the hands of 3rd parties.  MT cost of new land in North Somerset is estimated at £30k.
SK asked about signing of the route and stressed the need for it to be signed from the road as part of motor vehicle signing to get cyclists onto the new route. All agreed.
AR identified the opportunity of bidding for money through the Department for Transport funding for links to Schools.
AW detailed the need for specific Steering Group roles for the MoU and a need for Terms of Reference. AR offered to be vice chair and Bristol City Council to act as secretary. Draft Terms of Reference to be discussed at next meeting. 
MT asked are we satisfied with level of consultation we are achieving so far. TM had asked if Ashton Junction Wildlife Partnership group should be invited. AA offered to invite representatives from the community such as representatives from Backwell, Long Ashton and Flax Bourton Parish Councils. DN offered to contact Flax Bourton. SK suggested Christopher Orlik as a commuter from Bristol to Long Ashton. MT suggested Hotwells and Clifton Wood community association’s Emma Peddie. JG suggested representative from the North Somerset Local Access Forum a group who represent both landowners and users. AA suggested Friends of Greville Smyth Park, MT Bristol City football club. JG suggested someone from the Bus Rapid Transit group. 
DS stressed that communication is key. People in Nailsea set up sub- committee to advise on cycling – North Somerset Council have commissioned Halcrow but no-one heard where this is. JG confirmed that next consultation will take place as soon as possible delayed by putting an application in for Weston to be a Cycling Demonstration town.
TM mentioned the option of Light Rapid Transit (LRT) still being considered as an option with BRT.
DN would like to know if Colin Knight would like to talk to swivel bridge group about funding. AW suggested waiting to determine if successful with Cycling City. If applied for funding would have to negotiate a licence on the bridge. DN also outlined the proposal for the new football stadium project. They had not made a planning application to date. This presented both threats and opportunities

Golden Valley Bridleway - JG noted the signing has been completed.
Regarding new housing estate JG explained that original advise suggested planning consent was not required subsequently however, North Somerset Council have advised that planning consent is required. A planning application therefore has been submitted. JG will be attending a meeting with regards to this. Wimpey have lodged planning application for extended housing.
JG confirmed that it is a case of waiting at this point to the outcome of the planning application.
With regards to the successful Cycling England bid, cycling city aim to deliver all sections within Bristol boundary. Brunel Swivel bridge is not included in the Cycling City work plan as it is too large a project to be delivered within Cycling Cities 2.5 year time frame.
SK asked about signing of the route - this is ongoing. 
TM asked a question with regards to the wildlife component. AA and TM to discuss following meeting.
LRT will be invited to meetings in due course.

There will be on overall MoU, Memorandum of understanding.
JU mentioned it is going through legal teams. JG to push this forward. BCC and North Somerset to feedback to AR from legal teams. AR to report back to steering group.

JG noted the projects have been broken down between Bristol and North Somerset. There are 12 sections in North Somerset.
Golden Valley Bridle way has currently been given a provisional sum  of £45000 to cut back vegetation, resurface and widen. There is also the possibility of putting in street lighting. Signage of Golden Valley Bridge will be included from middle of Nailsea to Flax Bourton Bridge.
Backwell School Link. JG noted that this has become more complicated than it first appeared. There needs to be a larger budget due to specification of fencing but also as this is next to school ground an application needs to be made to secretary of state. This is progressing and funding is in for the next financial year.
It was confirmed that there is unanimous support for this scheme.
Increased cycle parking has also just been installed.
JG to go back to North Somerset with regards to 90degree turn and the visibility issue.
Flax Bourton School - JG confirmed this is a signage only scheme.
Cambridge Batch to Wild Country Lane scheme has been put back to the end of Connect2 programme and is not clear where funding will come from.
Yanley Lane to Ashton Court Estate - safe crossing over B3128 and new shared path. This scheme is waiting negotiations
DN raised that people are extremely concerned as this is very busy. JG has flagged this up and needs to secure extra land.
JG noted once land is assembled for route they will need to apply this will include ecological survey.
DN noted that although the parish council is broadly supportive there has been a lack of consultation from North Somerset and Sustrans. It was noted that consultation with land owners needs to occur before the wider public.

Section 13
Long Ashton Road to Clanage Road. 2 possible route options, either via Ashton Court Estate, or via Ashton Park school. A meeting on 3rd October resulted in the Ashton Court route being favoured, although it is necessary to keep the option of the route along the school grounds ticking over as there are a number of further negotiations to consider, such as English Heritage (grade two listed landscape) etc. There would need to be an additional planning application for this section.

Section 14
Traffic signals department at BCC have drawn up preliminary designs for a new toucan crossing at Clanage Road - these are being discussed internally. There is also a proposal to reduce the speed limit to 30mph

Section 15
Using the existing bridge across the Portishead line across rail line and through the stonemasons yard. This section is owned by BRB(R) and the Council are at an advanced stage in negotiation of a Licence to cross this section. At the end of stonemasons yard there is already tarmac shared use under the Brunel Way fly-over to link to Ashton Avenue Bridge.

The route through the mega bowl site needs a planning application to realise a shared use route prior to the completion of the development. The crossing of Brunel Way has gone through the preliminary design process, and is being consulted on internally. This would provide a link to Greville Smyth Park. The Friends of Greville Smythe Park (FROGS) are being consulted on the proposals, and will be invited to future Steering Group members.

There is also a proposed route from Ashton Avenue Bridge to link to the park and Ashton Gate via the pumping station. A topographical survey has been commissioned, with a view to construct an earthwork ramp to the existing light controlled crossing to Greville Smyth Park

Section 17
From Ashton Avenue Bridge, around 'the point' to link to the Brunel Swivel Bridge, a topographical survey is under way. The Brunel Swivel Bridge is the the element of the scheme in the Bristol boundary with the greatest associated risk. A potentially very expensive element of the scheme, a feasibility study was competed by Arups 12 months ago which recommended a further study which would include the examination of the running gear of the bridge. This would require the bridge to be removed from its existing position. Would the steering group support the funding of a further feasibility study into the Bridge restoration.

All agreed, a study should be commissioned

SH - is there a contingency if we can't go ahead with the swivel bridge
JU - there is a possibility of using the lock gates, if an improved deck were to be provided. A potentially cheaper option than restoration of the Swivel Bridge.
DN - Lock gates fall open at high tides, approx. 240 times per year for hours at a time. Would provide a continuous barrier to pedestrian and cycling movements across the floating harbour, whereas the Swivel Bridge would only close to through traffic when vessels needed access to the harbour.

A lot of land has already been purchased, there are four landowners in North Somerset there is an agreement as to what we require. MT and JG to liaise over this. There is a need to avoid CPOs and therefore rely on voluntary agreement.

HS noted that 12th December is the 12 month anniversary of Sustrans winning the public vote for Connect2 project and therefore a good opportunity for press release.

Actions from Previous minutes from 7th Oct were looked at.
JU noted that the Memorandum of Understanding (MOU) has finally been signed. There was a press event in Ashton Court Estate to recognise this.
The 12month anniversary of winning the lottery bid has also been. 

Retrospective planning application for Wimpy has been approved by NSC.


AR ran through the MOU between the two authorities.

The route will become part of the PROW and therefore will be maintained by the authorities. Concerns were raised over there being enough money to maintain the route.
JG noted that there is money within his budget to cover this.


MA noted the project will need to be recommended by the local access forum.
JG noted the aim of the steering group is for representatives from different organisations to feedback information to their groups. Therefore avoiding the necessity for each group to have individual presentations.
SK noted that from CTCs perspective he hopes the maintenance does not rely on Access forums and that all maintenance should come from local authorities transport budget.


MA made the point that Natural England are keen that paths are multi-use so for the benefit of pedestrians, cyclists, wheelchair access etc not single use for example just a cycle path.
It was agreed that all users are already considered. 

Section 1
JG directed everyone to the Festival Way Costs and Programme handout.
Consultation has occurred with Golden Valley Bridleway. There is allowance in the draft LTP for this.
Hoping to get vegetation cut back before bird nesting season – 14th Feb. 
RL has not received proposals to the parish council of exactly what is going to happen.
The town council were in support of the proposal however they need a specific proposal.

Section 2
Potential Toucan crossing – there is very poor visibility here. Suggested that this is discussed with Wraxall Parish council.
Golden Valley Bridleway – JG noted that he is in discussions with the grounds department to get maintenance scheduled on a biannual basis.
Trendlewood way crossing – It was asked whether a toucan crossing the best option or would a zebra be better?
DS suggested nothing other than a Pelican crossing would be suitable.
JG noted there is a system for dealing with crossing requests – he suggested the use here is not enough to justify a signalised crossing. The engineer recommended that it remains as an uncontrolled crossing.
The bridleway currently is open and maintained so this will be an improvement to existing route.

Section 4
Backwell School Link. The preliminary design has been done. There is opposition for this scheme from some councillors over safety. This issue of safety has to be responded to.
There will be security fences and the path will be as much for the general public reaching the A370 and leisure centre as for children getting to the school.

2nd page negotiated a triangular piece of land.
Our engineer is satisfied that a safe crossing can be designed. 
Pullman Gardens - not approved the path in its present condition.

Yanley Lane – Ashton Court estate – officers walked this route to get into context what needs to be done.
There were no ecological issues to be aware of.
A parish meeting attended by members of the steering group took place where it was mentioned very few if any trees will need to be cut down this however was wrongly reported by the paper. 


Crossing of Yanley Lane – Sustrans have negotiated and purchased triangular piece of land 10 metres agreed purchased. Our engineer satisfied this is adequate.
Prior traffic speed monitoring will take place in case traffic slowing needs to occur.


Crossing on Wild Country Lane – this is a difficult crossing.
Sustrans will own land and they will have a Bridle Agreement. Insurance and maintenance will also be covered. If Sustrans own the land then there’s an agreement with the local authority for maintenance. 


Pullman Gardens – Wimpey have opened a path around new builds but North Somerset have not approved application.


David Lloyd link – David Lloyd have been written to and it is unlikely to be delivered

JU – Agreed Ashton Court Estate option was more favourable. JU had a meeting with AW and the premise of the route was agreed. It would benefit people who use the centre. 


CM noted that he had agreed the route in Ashton Court to run to the left of the pub however on the plan it is to the right of the pub. CM and JU to discuss following the meeting including full time access.

Section 14
Clannage Road – preliminary designs for a new toucan crossing. We need to get traffic speed down due to poor visibility.
Bedminster Cricket Club is moving forward. This is in the advanced stage of negotiations.

Stonemasons Yard – JU noted there is currently a stalemate between BCC and the landowners.
Stonemasons haven’t been kept up to date on proposals. Potential CPO.
Kennel Lodge Road. No plans for improvement yet – but can be revisited.
Concerns were raised about the circuitous nature of travelling through Ashton Court.
It was noted an alternative route could be considered rather than going through the stonemasons yard, but that every effort was being made to secure the agreed route.
SK noted that this route is very circuitous and we need to take into account that people will take the most convenient route anyway.

Ashton Avenue Bridge – Portway
Connection Ashton Avenue Bridge to proposed crossing to floating harbour past the CREATE centre.
A topographical survey has been done and engineers are looking at it.

Brunel Swivel Bridge - It was decided not to proceed with Connect2 funds to restore Bristol Swivel Bridge. We had meeting with docks people and Arup. Because the costs have spiralled dramatically it was seen to not be a good use of money as it could end up costing over half of the allocated money in just restoring the bridge. A resolution was sought from the Sustrans Connect2 Board on which option to pursue - resolved to pursue lock gates option.

DN - The Brunel Swivel Bridge group has suggested a meeting with the Heritage Lottery fund to restore it for public access they submitted a bid to Connect2. We believe £150,000 is sufficient to get the bridge operational again.

JU noted that from the docks perspective any new structure to be swung is undesirable.
JU is happy for the group to investigate funding from the lottery. If It can be demonstrated that the bridge could be made operational and work could be completed within the timescale, for £150,000 then the structure could in theory be supported by Connect2.

DN noted that at this point the Brunel Swivel Bridge group may part company with Connect2 if they are going to be unable to meet their aims.

Golden Valley Bridleway
Since we last met North Somerset Council have received a petition asking for a crossing over Trendlewood way.
JG has met with Nailsea town council regarding trimming back at this area.
Nailsea town council requested undertaking further consultation to residents.
A question over the maintenance of the Bridleway was raised.
North Somerset need to sign an agreement with landowner for maintenance.
Residents of Nailsea weren’t happy to have a tarmaced route and especially objected to the proposed 2.5meter tarmaced surface.
They are keen for improvements however and proposed crushed aggregate instead. JG noted that a high quality route requires tarmac in order to secure match funding, for example Cycling England’s Safe Routes to Schools.
A meeting on Monday 18th May with district town councillors has been arranged.
JG needs to agree specification before he can apply for funding by end of June.

Flaxbourton Greenway – no work being undertaken on this.


JG will be attending the meeting with the Local Access Forum.

Taylor Wimpey have gone to appeal May 6th/ 7th with regards to their Long Ashton development which may have implications for the route.


Crossing at Flaxbourton by roundabouts. Islands here will be used however there is an aspiration for a signalised crossing.

£10,000 funding through LTP3 is available towards this section

Jon Ushers Report for Bristol
Ashton Court. JU met with English Heritage and Natural England. JU to produce options appraisal, which refers to available guidance.
The design criteria is the greenway criteria. Regardless of governance guidance, Greenway guidelines take precedence.

JU was asked to relook at all available options along existing road route.
Brunel Way was dismissed due to 40,000 vehicles a day using this route.
School ground options involve issues on either end where it emerges. There have been discussions of moving that right of way across the playing field however the process is complicated.

Discounted because of narrowness and timescales.

The original route in Connect 2 seems the best option
A landscape architect is working on this.
There will be full consultation with English Heritage.
CM noted he would have expected to see this document ahead of this meeting. JU apologised for not having been able to do this.
CM supports a route through Ashton Court being open 24hours.

MA noted that as there is already a route across playing fields it might be possible to get a diversion order for this existing route instead.
SK and DN presented their preferred route option. JU felt that Brunel way would not attract new cyclists due to the amount of traffic but would serve established commuter cyclists.

Ashton Avenue Bridge to Cumberland Road Bridge.
At the last meeting had a resolution by Connect 2 board to investigate alternatives to the Swivel Bridge as the estimated cost of restoration was in excess of £350,000.
We have resolved to look at alternative crossing
Current preferred option Cumberland Basin Bridge. Ramp on to dockside.
Discussion occurred over crossing Cumberland Basin Bridge and Merchants Road.

DN passed around drawings of the bridge.
A scheme to recommission Brunel Swivel Bridge has been produced. They were given a quote of £150,000 to bring the bridge back to service. This is subject to the condition of the foundations.

It was proposed that this new information is formally reported to Bristol City Council.

Everything west of Yanley lane has been done.

Pg2 Golden Valley Bridleway – Maintenance
It was noted if and when this route is agreed the Town Council would want a maintenance agreement. It was noted that the PROW officer of the local authority should maintain the path.

MA noted that there was some concern where a high quality route was quoted as necessary – LAFs have a different opinion and this is being taken up with Sustrans.


JG attended the recent LAF meeting – a working party has agreed  to look at this route.  Report due

AN noted Taylor Wimpy have been given approval at the appeal for their new development which may therefore lead to the completion of that part of the route.


Section 17 – DN has had communication with Bristol City Council regarding Brunel Swivel Bridge, he circulated a letter from John Roy suggesting the money needed to recommission the bridge was too high and advised him to stop work.  John Roy’s email was circulated.

With the route displayed on the wall, JG talked through the proposed North Somerset route.

JU also displayed detailed drawings of certain elements.


Attendees were given the opportunity to study  the routes displayed and add their constructive comments on the drawings. These issues were then discussed around the table. Points raised follow below.


DN Mentioned concern over the route along east side of junction lock bridge


AN & NM have concerns over the junction at the Yanley Lane Crossing.


TM asked for clarification of whether the Clanage Road toucan will be paid for by UWE and whether traffic quantities here are known.
JU noted the majority of students arrive by bus and many by foot and bike.


EP asked how the route will be accessed from the centre. EP to discuss with JU at the end of the meeting.


Hotwells Traffic Problems

RW offered on behalf of “CHASE” (Cliftonwood and Hotwells Action for a Sustainable Environment) to work with JU on possible routes through the centre.

NM – noted he believes the route through Ashton Court should make use of the existing hole in the wall.


MA – As the route will not be a Public right of Way and there are conflict between motorists and Cyclists, someone will be liable.


RL noted that his preferred route would be the junction lock bridge.


With regards to Golden Valley Bridleway – there was a public meeting last Wed night where JG was asked to put options to committee.
The objection is to a black top surface. This would also create drainage issues for which landowners would be responsible.
The surface would also need to be non-slip because of horses.


JG and JU to take away post-it notes of peoples suggestions . Create a formalised list and respond to them.

JU noted there has been a meeting with Bedminster Cricket Club where the committee have agreed in principle to the route.

He has still not heard back from them following correspondence and have therefore appointed a solicitor about spending the money.
NM noted the Council will be very upset if this money is lost.

RL – updated Nailsea Town Council Planning Committee’s decision not change the status quo. A 2m wide stone dust surface was considered, but rejected by the planning committee. Bridleway will not change from what it is although Town Council have agreed a maintenance programme to cut vegetation

AA – resolution from steering group that we want to continue using Golden Valley bridleway as a cycle route. Hopefully increased usage will put pressure for improvements at a later date.

8 + 11. Route behind stone wall
The opening in the wall is only temporary during the school redevelopment. This option would only provide a route to the end of Blackmoors Lane so we would still be left with the problem of Clanage Road. This option will not be pursued
10. Route connecting to new Ashton Court car park
This option would provide no real benefit as would still be subject to over-night closure as it falls within the estate. It would also have all the problems associated with delivery working within the listed landscape.
12. Kennel Lodge junction
Concern over conflict at mouth of junction. Resolved to re-examine the traffic counts at this location to inform design. 
13. Junction Lock Bridge
meeting is scheduled to occur with Phase 1 Docks Works asap. Will update on feasibility of route options at next steering group.
14. Pump House Crossing
This does not form part of the Connect2 scheme, but does link into it. As part of the Cycling City proposals a crossing is proposed with a new facility aiding east/west movements. The Connect2 scheme will feed into these proposals.
16. HCCA-CHASE offer to host consultation exercise
It was felt this offer relating to the Hotwells and Cliftonwood Community Traffic Strategy was far outside the scope of the Connect2 project to consider. It has therefore been passed on to the Area Engineering team and Transport Planning team to examine and digest fully.

Sustrans have intervened and a decision from Strategic Directors at Bristol City Council is expected soon.
RL – concerned over lack of involvement from English Heritage at this decision making stage
MT – confirmed although EH are statutory consultees, they are advisory body only
Post meeting update – decision from strategic directors is that we will progress Ashton Court Estate Route as the preferred route option. However, we will progress the option across the school grounds in parallel.
Clanage Signals
The scheme has been taken out of this year’s financial spend because of a delay in progressing through the internal safety audit process. A slight modification to the design is being undertaken and expected to be complete soon. The Traffic Regulation Order will then be progressed. This puts the installation of the crossing into April 2010.
Bedminster Cricket Club/Ashton Sidings
Planning application has been submitted and is determination is overdue by three weeks. Decision expected any day. Tender ready to be released as soon as planning is received to enable works to begin before end of November
Post meeting update – Planning have approved the application and tender documents will be sent out ASAP subject to approval and gateway sign off by Sustrans.
Megabowl Link
Taylor Wimpey have repositioned their site hoardings to allow the construction of a temporary ramp down to the subway and footpath
along Brunel Way. The planning application for this section of the route has been submitted and awaiting the findings of an extended Ecological Report. Decision expected by end of October.
Greville Smyth Park Link
Wessex Water are proposing to resubmit their planning application for extension to pumping station to include revised details of retaining wall to take account of cycle route
Post meeting update – Wessex Water application has been lodged with the planners. Planning application for cycle link to Greville Smyth Park has been approved by Sustrans through gateway management stage, and was submitted to planners on October 2nd (planning reference number not yet known but will appear under a search for Clift House Road)
Floating Harbour Crossing
Feasibility work on two options is progressing – meeting with consultants occurring soon to discuss modifications to structure, whilst traffic model examining feasibility of closure or part closure is progressing. Will present options to next steering group

MT reported that land acquisition was on schedule, waiting for engineering drawings to be able to progress Parsonage Farm negotiations, although landowners had expressed in-principal agreement to the proposals subject to the detail.

Slip in timescales on Clanage Signals will not impact on funding as scheme is fully funded through s.106 contribution from UWE

AA – The report submitted by NSLAF has been responded to by N. Somerset and as such Sustrans did not feel the need to comment directly as N. Somerset are the delivery authority for the scheme.
There had been some direct accusations within the report that needed to be addressed, notably the allegation that MT had not declared his interests at Backwell School Governors Meetings.
MT – Declarations of Sustrans interest had been made at a Governors meeting in accordance with Backwell School’s procedure and reciprocally at Steering Group interest as a Governor had been made.
DS – currently there is no register of business interests made at Governors meetings
RL – as Councillors have to sign business interests and declare personal and prejudicial interests before each meeting. Backwell School is not currently conforming to this procedure and should put measures in place to ensure this occurs

AA – took opportunity to thank Jonathan Gall for his efforts in progressing the Connect2 scheme in North Somerset.
BF – N. Somerset is currently going through a restructuring. Jonathan’s job has been frozen until complete. In the mean time Kate Cochrane will be covering the Connect2 developments (unfortunately Kate could not attend due to leave).

TM – noted the receipt of the count data for Kennel Lodge Road, but was disappointed that the counts were from a wet and cancelled balloon glow. JU to discuss further with Highway Network Management team over plans for 2010 festival.
AA – failed to meet with Wraxall Parish Council over bridleway route although it is not currently being considered as part of the scheme

Section 1. Golden Valley Bridleway

RL – bridleway has been upgraded and is 90% complete. Whole surface has been taken up and re-laid as far as the dog bin. Other sections have been repaired. Vegetation has been cleared and a new hedgerow planted. A health and safety report is requested from either Sustrans or N. Somerset
DS – Trendlewood Way VAS signs need maintenance to ensure the safety of children crossing the road.
BF – order for the signing of the bridleway is out and will be progressed.
MA – signage at Station Road need improvement

Section 2. Backwell Bow

AA – Backwell Bow is currently in poor condition – potholes cause a danger to cyclists in particular. This will need to be rectified.

Section 3. & 4. Backwell Common/School Link

Signing only on Backwell Common and School link no longer being progressed.

Section 5. Flax Bourton Greenway

BF – works order for resurfacing works is out.
MA – tarmacing of the route at Flax Bourton is holding the community to ransom – why is tarmac insisted upon here but nowhere else.
MT – original planning application included a sealed surface but was not installed due to funding constraints. Funding is now available to progress to completion.
MA – identified that there is a £40,000 shortfall to complete resurfacing works – match from Sustrans is insufficient for completion.
BF – no shortfall identified for this scheme as £50,000 LTP monies and £50,000 Safe Routes to School Funding have been received.

MBarnes – within the last 2 weeks an approach from N. Somerset requesting positioning of construction site compound on fields adjacent to Greenway. Option of closing Station Road no longer being progressed.

BF – this section is fully signed apart from 1 sign at Cambridge Batch.

Section 8. Cambridge Batch to Wild Country Lane

AA – would like N. Somerset to bring forward design for this section as it represents the biggest missing link in the project.
BF – design is programmed and due for funding during 2010/11
RL – would question the security of any money identified for future year’s financial programmes because of the economic climate. These are likely to be cut as councils tighten their belts.
BF – design work is programmed for Autumn 2010 when the budgets for 2011/12 are being set
MA – questioned the funding provision under LTP3
BF – Working on the assumption that budgets will be same percentage of overall spend. Unclear what the overall spend will be yet, but assume it will be lower.
MA – offer to help to ensure sufficient funding is pushed for through the LAF – meeting scheduled for 28th March 2010.

Section 9. Wild Country Lane to Yanley Lane

BF – Wimpey Homes due to be complete by end of January providing link to Paulman Gardens.
NM – gradient has been changed and binder course has been laid  but no surface course yet. Motorbikes are already an issue along the link.
AA – it has been given as an undertaking that a barrier will be provided as a deterrent
MA – Diversion order of PRoW is needed
NM – Long Ashton Parish will support this
MT – happy to dedicate the route over Sustrans land

Section 11. Yanley Lane to Ashton Court Estate

BF – crossing design is progressing, this will be put through a stage one road safety audit.
NM – Design of crossing at B3128 is required which will take account of volume and speed of peak traffic. Local knowledge should be taken advantage of – traffic orders will be required to prevent parking
MA – a Pegassus crossing if equestrians are to be permitted
NM – the crossing location is key – needs to be further up the B3128 to improve visibility
MA – crossing will need to be safe to ensure planning permission is granted and ensure the route does not open until the crossing is in place to ensure safety. Does the crossing require planning permission?
BF – this will be determined by the scheme design.

Section 12. David Lloyd Link

BF – David Lloyd Leisure have been in touch asking for transfer of s.106 monies as period for development has expired. N. Somerset have written again to request that its use be transferred to the new alignment.
NM – Long Ashton Parish council is annoyed that approx. £40,000 of s.106 monies has been lost. Long Ashton Parish Council has requested a register of all s.106 monies held from developments in Long Ashton from N. Somerset to avoid this type of loss again.

Section 13. Ashton Road to Kennel Lodge Road
JU – Consultation has taken place at Ashton Court – over 1000 leaflets distributed and 700 Neighbourhood Partnership contacts were sent copies. Leaflets distributed to Long Ashton Parish Council and Long Ashton Library. A total of 40 responses were received – 31 of which were very positive. 3 objected to the proposals and a total of 11 suggested an alternative. A full copy of the response is available here:

It is intended that we progress through to submitting a planning application by mid April.

Section 14. Clanage Road toucan crossing
The traffic regulation orders are currently being advertised until the end of March. The works will then need to be let to a contractor. It is anticipated that construction could begin mid April with completion by mid May.

Section 15. Clanage Road to Ashton Avenue Bridge
Works on site are progressing. Contractors have experienced a delay of approximately 10 working days due to snow and freezing conditions. The route should be completed before the end of March to enable Cycling City funding to be claimed.
All agreed that the route should not be opened to the public until the crossing on Clanage Road is in place.

Section 16. Floating Harbour Crossing
JU – Following the resignation of Hotwells Primary School from the Steering Group in September amongst further calls from the local community a decision was taken to set up a Cumberland Basin Sub-Group to discuss the Connect2 routes around the Cumberland Basin. AA has to date chaired two meetings of the Sub Group attended by Councillors and members of the public from Hotwells and Cliftonwood. Bristol City Council has reopened investigations into the Brunel Swivel Bridge following instructions from Councillors. At the last meeting of the Sub Group in January Bristol City Council was tasked with tendering for further investigative works into the Bridge to substantiate whether the £150,000 estimate from BSBG is accurate or whether Arup’s figure of £350,000+ should be trusted.
In parallel we have instructed consultants to work on designs for a cantilevered structure at Cumberland Basin (Swing) Bridge. Designs are progressing well.
In addition work is also being carried out to investigate the Hotwells and Cliftonwood Community Traffic Strategy for closure of the Cumberland Basin (Swing) Bridge to traffic excluding busses, pedestrians and cyclists. This proposal relies on traffic being diverted over the Plimsoll Bridge except for when the bridge is swung.
Dismissal of options is expected at a further meeting on March 15th to allow for the focussed delivery of a single proposal.

Section 17. Megabowl and Greville Smyth Park Links
JU – The Megabowl Link is currently being constructed by the same contractor as the Ashton Sidings works. Progress has been quick as it is relatively simple construction. This route is scheduled to be complete by the end of March. The developers of the former Megabowl site, Taylor Wimpey are due to open up the development site approaching September.
The Greville Smyth Park link still has not received planning permission.

MT reported that land acquisition was on schedule, engineering drawings now available to progress Parsonage Farm negotiations, although landowners had expressed in-principal agreement to the proposals subject to the detail. Some certainty for land acquisition will be required prior to public consultation and subsequent planning application being submitted.
NM – Long Ashton would like to be involved to give a local perspective. Has a flood risk survey been carried out?
MT – will be carried out if required for planning application.
MA – Environmental Impact Assessment will be required.

BF – Links to Schools is a funding programme run by Cycling England and administered by Sustrans providing funding to local authorities for the construction of paths liking schools to their communities. The paths are requires to be constructed to specific standards to be eligible for funding.

MA – Possibilities of linking Connect2 with long distance route to Weston-super-Mare. LAF is working with Natural England and negotiations through LTP3.

JU to meet TM to discuss Travel Plan

There needs to be a meeting to discuss the Golden Valley Bridleway maintenance and safety report.
DS – at a previous meeting in February 2009 promises made by North Somerset have not been kept some kind of barrier is required at the footpath crossing point. This creates an area of conflict. Currently no barriers have been installed What is N Somerset going to do about it?
Path has only been constructed 2/3 way down. The path has not been completed to a sufficient width. The section that is not complete is only approximately 2m wide.

AA – passed issue on to N Somerset to discuss with RL. AA has an email which N Somerset should respond to.

MA – conversation with RL to emphasise that the N. Somerset PRoW team have no money and that the surface of the route is the responsibility of the land owner to maintain. Jonathan Gall had promised money at a Local Access Forum meeting. Cyclists are currently being irresponsible. A risk assessment was agreed with Jonathan Gall to be completed by the Highways team. Jonathan Gall also agreed the installation of a chicane. Where does the responsibility currently lie?

DS – Trendlewood way Vehicle Activated Speed signs from Backwell direction has been reported to the Highways team as it is not functioning. This is to ensure people's safety.

Flax Bourton Greenway – ensured by engineers that surface will be rectified. Route was treated – but weeds have broken through.  This was due to the unusually late spring. Contractors are waiting until warmer weather to weed kill and then roll the tarmac. The first treatment has already occurred
MA – weeds will penetrate the edges of the path – who picks up the cost?
KC – Contractors will pick up the cost of rectification.

MA – the wording of the diversion order need to make it clear that the diverted path will be a bridleway – otherwise will just divert a footpath with no rights for cyclists

Ashton Court route design is complete, and planning applications to North Somerset and Bristol will be submitted by the end of next week.
The design will be submitted to Sustrans as part of the MoU’s gateway management process to ensure compliance with the greenway design guide.

There is an issue concerning land negotiations with UWE and a meeting has been arranged to discuss the route proposals with them.

Section 14
The TRO for the signals on Clanage Road relating to the position of the crossing, the speed limits and the waiting restrictions has been advertised today. This advertisement needs to be displayed on site for a period of 21 days, and then a subsequent period of 3 weeks for any possible objections to the order to be compiled and a report submitted to the Executive Member to be signed off or amended . Construction of the crossing is currently pencilled in to commence in early July. It is hoped the construction works can be phased to avoid the Balloon Fiesta at Ashton Court

Section 15
The route across Bedminster Cricket Club and through Ashton Sidings is substantially complete, although there remain a few snagging issues that the contractors have outstanding. The main outstanding issue is the installation of lighting on the path through the stone mason’s yard. This is due to be installed over the coming weeks and connected by Western Power Distribution. A road safety audit on the access road has highlighted the need for some warning signing and surface markings. The surface markings have been installed, and signing is due to take place in 8 weeks time

Section 16
The options for the crossing of the Cumberland Basin/Floating Harbour are progressing well with consultants employed to examine both options. Confirmation of funding for the current financial year from the funding source Cycling England has not yet been confirmed. Currently work is continuing on all options.

Post meeting update:
The confirmed work programme for Cycling City schemes for 2010/11 has omitted the full funding of the crossing of the Cumberland Basin. Cycling England have, however agreed to fund the continued investigations at the Brunel Swivel Bridge, and fund the construction of a new path to link to the Entrance Lock area from the Create Centre during the current financial year. This has meant that investigations at Junction Lock have had to cease. As a result, Bristol City Council believes that the most appropriate way forward is to focus all activity on the restoration of the Brunel Swivel Bridge, as in the longer term this will be the more attractive option for external funding sources. It is intended that this remain a focus of the Connect2 Project in Bristol, but the bridge’s restoration will occur over a longer timescale through to 2013.

MT – Yanley Lane (Parsonage Farm) four land owners and tenancies makes the negotiations somewhat complicated. Land negotiations are ongoing – but have been positive. Confident of an agreement, but no legal agreement yet

MT – devil’s in the detail and the detail is not there yet, but highway works will be required
NM – Persimmon Homes will want to retain as much land as possible for future development. So there will be limited space

KC – this is an iterative process, we can’t finalise the design until we know what land is available
MA – the LAF as statutory consultees meeting on July 13th ideal opportunity for consultation as the next meeting after that is not until October
MT – construction is not programmed until 2011-12 so there will be plenty of opportunities
MA – consultations as soon as possible. Could be put into Confidential Session if necessary. DEFRA approval is also necessary. EIA needed and land drainage etc…

A short video was shown outlining the idea behind the Portrait Bench and how the process of selection and manufacture of the figures is undertaken. Ideas for the Festival Way scheme will be discussed at the next meeting.
